The story of the night was the preseason debut of first-round running back Ezekiel Elliott, who had 48 yards on seven carries after missing a bunch of practices with a hamstring injury. A few people noted how good fourth-round rookie Dak Prescott looked in relief of Romo.I was ready to go, Prescott said, simply, after hitting 17 of 23 passes for 116 yards and a touchdown that night. While no one expected it to matter right away, that readiness did not go unnoticed.Thats all he had to show, for me, one Cowboys official said nearly two months later, with the phenomenon in full flower. He had to go into that game, without any warmup, against the best defense in the league, that was playing its starters, and he was just -- like it was nothing. He was ready. Whatever we needed him to do, he was ready for it.That was said in retrospect, though. In the days that followed this particular preseason game, Cowboys coaches talked of Prescott as a project. One said Romos injury would offer a rare chance for a rookie to get first-team reps. They say Jones, coach Jason Garrett and tight end Jason Witten are among the strongest voices in giving the job back to Romo when hes healthy. But the weeks that follow will convince even the strongest Romo loyalists that its better to keep things the way they are until something changes.In the halls of the Cowboys gleaming new training facility in Frisco, Texas, no one will talk about the quarterback. Theyre under orders. The best you can do is off-the-record, walkaway stuff from people who are afraid to be seen talking to you. Even those are on-message.What good does it do us to talk about this right now? one decision-maker asked. We dont know whats going to happen. This is the NFL. [Prescott] could have an injury and then Mark Sanchez is playing in the second half Sunday. Were just going to keep it even and see where it goes.It is Nov. 6, and Romo wants back in, but youre not going to hear him say it.Romo is on the road with the team, watching Prescott take apart the winless Browns in a matchup that more or less amounts to an extra bye week. Romos practice work has ramped up, and teammates say he looks fantastic throwing the ball. There is little doubt he could play, if they needed him to. But they dont.Cowboys sources say theres no doubt Romo would like his job back, but that hes being the good soldier. They say his relationships with Jones and Garrett are strong enough that hes all-in on the decision and wont rock the boat. And just in case, Jones postgame comments Sunday night put Romo in a position where to complain, either publicly or behind the scenes, would instantly label him the bad guy.Tony is on board to ride this thing out as well, Jones said. Let me be real clear on that. There is no equivocation. He is totally committed to doing the very best thing to win the game.Those same sources also point out that Romo is smart enough to know 19 of the NFLs 32 teams have had more than one quarterback throw a pass this season, and 11 teams have had more than one QB start a game. The odds are decent that something will happen to land Romo in a game before this season is over. And if not, theres a chance that means they all get to win the Super Bowl together. Backups get rings, too, after all.It is Nov. 15, and now its official.Romos back is healed and hes ready to return. Only problem is, the kid hasnt let up. Prescott has the Cowboys at 8-1 and in first place in the NFC East. Romo will trade in his game-day sweatsuit for a uniform and pads this week at home against Baltimore, but he will not start. Practice is likely to be different for him this week, too. Weeks ago, he was tough to find, throwing on a back field with equipment staff, tucked into a corner near where Jones helicopter lands at the teams spanking-new practice facility. This week, he should be out there taking Sanchezs snaps, sliding in with Alfred Morris and the backup offensive line after Prescott, Elliott and the starters have their turn.The Cowboys havent ruled out the possibility of Romo starting for them at some point this season, because why should they? Prescott could get hurt. He could struggle, as rookies do, especially as the length of the NFL season starts to affect them. Right now, given his track record, Romo is obviously the best backup quarterback in football, and the Cowboys feel as though they have an embarrassment of riches at the games most important position.Weve got a great luxury, a wonderful problem to have, Jones said after the teams Week 9 victory in Cleveland. Weve got some real talent at the quarterback position. I think Tony Romo is one of the best quarterbacks to play this game, and I get very excited when I look at Dak and his future. Regardless, the Cowboys enter the offseason with the same beautiful quandary they carried with them throughout their season. Theyre confident in Prescott as their quarterback of the future, but also confident that Romo is still one of the best in the game.There are calls to trade Romo. Assuming hes healthy, QB-starved teams would offer high picks for him, even though hes about to turn 37 and, at this point, is clearly a major injury risk. By trading him (or releasing him), they would save $5.1 million on their 2017 salary cap. Prescott is scheduled to cost a mere $635,848 against the 2017 cap, and not much more in 2018 or 2019.But even if they trade or release Romo, the Cowboys will still carry a $19.6 million cap charge for him in 2017 -- the result of an unwieldy contract made even more challenging by continual restructures. So its not as if theyll be able to just throw around money like a team thats committing only 0.4 percent of its cap to the most important position. If the Cowboys think Romo can still play at a high level, theres a case for keeping him, given how much hell cost them regardless.The important thing to know about the Cowboys quarterback situation -- short-term and long-term --?is that its a good thing. If Romo is the backup, they have the best overall quarterback situation in the entire league. If Prescott struggles and Romo takes over again, Prescott isnt the type to crawl into a shell and pout. He knows he has shown he can play in the league, and if his career doesnt turn out to be an unbroken arc of success, hes smart and circumspect enough to know thats more normal than not. What have we seen from Prescott to indicate he wouldnt bounce back if he got benched, Romo got hurt, and he had to go back in and play?And if Prescott doesnt struggle, and the Cowboys decide to move on from Romo after this season, financial consequences be damned, the relationship between him and the team is solid enough that it wont be an ugly parting. If he can figure out a way to keep himself healthy -- a big if at this point -- Romo has every reason to believe he can help someone win in 2017. That could be any number of teams, including the Cowboys.On its own, Prescotts ascendance illustrates the moral of the Cowboys quarterback situation: You never know whats going to happen. The report featured another former Oak Hills football player, Josh Villegas, who alleged that there was a culture of abuse around the football team.In that OTL special, Villegas said that, as a 14-year-old freshman in 2013, a player pinned him down in the locker room bathroom while another stuck fingers into his rectum. He and his family have criticized the school for not seriously investigating what happened.The incident is part of a wider trend of hazing incidents involving sodomy. As part of its special report, Outside the Lines found more than 40 such incidents since 2011, including seven so far this year.Its become much more violent, sexually, since the internet, psychologist Susan Lipkins, who focuses her work on hazing, told OTL.Experts say that most such incidents never get reported. In the years prior to the OTL special in September, the former Oak Hills football player who has just decided to come forward had only spoken with his mother about the alleged attack, Daley said.The day the assault happened, he told his mom and made her swear she would never tell his dad about what happened, Daley said, adding that the incident was never reported to coaches, school officials or police.But on Sept. 12, the 18-year old, aware of the upcoming OTL report, decided to finally inform his father about the hazing incident that had occurred four years earlier, Daley said.The teen played football his entire freshman season at Oak Hills but left the school after his freshman year, finishing high school in a neighboring community, Daley said.According to Daley, the father of the 18-year-old former Oak Hills player reached out to him after watching the interview of 17-year-old Josh Villegas in the OTL report on extreme hazing. Villegas recounted how he was verbally abused by football team coaches, who, he said, frequently used profanity and gay slurs during practices.Villegas also told ESPN older players would frequently fondle the buttocks of younger players, threatening to insert fingers in their rectums and assault them after shutting off the lights in the locker room. Villegas said he was using a urinal in a locker room bathroom in August 2013, prior to a football practice, when two older players overpowered him and followed through oon the threat.ddddddddddddThe details of the alleged attack are spelled out in a July 2014 lawsuit filed by Villegas and his mother, Letha Selby, in San Bernardino County Superior Court against the Hesperia Unified School District.Identified in court documents at the time as John and Jane Doe, Villegas and his mother allege that Oak Hills coaches and administrators encouraged and tolerated a long-lasting tradition of ritual hazing and sadomasochistic sexual beatings.Coaches and administrators at Oak Hills, a school district spokesperson and the districts attorney all declined to speak with Outside the Lines about the lawsuit filed by Villegas and Selby. In court filings, the school district denies Villegas and Selbys allegations, saying they stem from an unverified complaint.Villegas said he was never able to identify the teammates who, he says, sodomized him in a locker room bathroom.The school districts investigation of the case was carried out by Bill Holland, a school police officer at the time, who had served as a volunteer freshman football coach the season prior to the alleged attack. Holland completed his investigation in two days, dismissing Villegas claims.The fall 2012 season at Oak Hills, when Holland served as a volunteer coach, is also when the second teen alleges he was attacked by teammates inside a dark locker room.It validates Joshs story by adding yet another name to the list of people whove come forward and said: This happened to me, Daley said. What this does is it confirms that theres a culture that permeates the football team. I am extremely proud that whatever we have seen over the last 44 days is a product of India, said the president of the BCCI, Sharad Pawar, after the final of the IPLs inaugural edition in 2008. At that point it was perhaps not immediately evident that the leagues bedrock wasnt strong enough for it to continue to instil in its organisers a sense of pride. Indeed, over the course of eight further seasons, the IPLs regression - via controversies both on and off the field, and deeply entrenched conflicts of interest - has been so complete that in spite of maintaining a sense of legitimacy amongst its participants, it has increasingly, for at least some of the public, become synonymous with all that is wrong with modern-day cricket.Amid the hullabaloo, though, it has been undeniable that the IPL has had a deep impact on cricket as a sport and as a business. And its the latter aspect that Not Out!, the Delhi-based sports lawyer Desh Gaurav Sekhris book, seeks to concentrate on.Thus far, in spite of the fact that in just nine seasons the IPL has transformed the way we view cricket, we havent had a detailed account, of any reasonable length, chronicling its story. In Not Out!, Sekhri seeks to do precisely this, or, as he describes it, to tell us the incredible story of the Indian Premier League.As a contemporary history of the IPLs nine seasons, the book serves as a fine resource. It captures neatly the underlying facts, from the sources of revenue that allowed the IPL to be established, to the various controversies that have plagued it, including lesser known issues, such as one to do with the payment of facilitation fees for broadcast rights, which ultimately required the Supreme Courts intervention.However, in spite of chronicling the IPLs history in fairly lucid detail, Sekhri fails to question the ethos that pervades the tournament. The book rather takes the commercialisation of the sport for granted. It even begins with a curious assertion that put simply, the IPL is an entity that is fashionable to dislike, but at the same time, is a regrettable necessity for Indian society. Over the course of the book, though, we find no evidence to back up this claim: that the IPL is too popular to just be a fad, and has too many legitimate corporates investing in it to simplly be labelled a racket doesnt quite do enough to explain to us why the league does us a service.dddddddddddd To Sekhris credit, though, in a well-tuned chapter he shows us how the IPL differs from other professional sports leagues, and also offers reasonable suggestions on how it may benefit from adopting some of their best practices. The book also contains a significant chapter in which he lays out the several issues of conflict of interest that the IPL has been repeatedly bogged down by. And he presents to us clearly the recommendations of the Supreme Court-appointed Justice Lodha committee, which, he says, if implemented, could have long lasting repercussions for the IPL as we know it.Sekhris suggestion for how the BCCI could circumvent court-mandated regulation, however, is curious. He endorses greater privatisation through a model in which the IPLs commercial rights could be assigned to a separate private entity under the larger control of the BCCI.Sekhri is at his best when he describes measures and laws that could beef up integrity in sport. One such example that he provides is the draft Prevention of Sporting Fraud bill that was introduced in 2013. Despite sport in India being a state subject, for something as far-reaching and potentially harmful to sport in the country, central legislation in the national interest will be the inarguable solution, he writes. As he rightly points out, the existing criminal-justice mechanisms are either too onerous (such as the Maharashtra Control of Organised Crime Act, which was invoked against cricketers charged with spot-fixing in the IPL) or plainly obsolete (the Public Gambling Act) to be of any use. A designated sports fraud law, Sekhri writes, could, on the other hand, restore an element of credibility to cricket in that it would contain a framework of rules that are sui generis to sport.For those undoubting of the IPLs contribution to sport, as to those more sceptical of its inherent values, Sekhris book offers a useful reminder of the facts that underscore the various arguments.Not Out!
